That understanding is correct.  OpenAtom does not have dynamic load 
imbalance.  Load is managed by a careful initial placement.  One of our 
students (Osman) is considering using OpenAtom as a framework for 
studying load imbalance caused by variable processor speed due to power 
constraints, but that project is only in its conceptual stage.
