I'm sorry that "VC++ is not properly installed!" came out again
I set path variables correctly with "C:\Program Files (x86)\Microsoft Visual Studio 10.0\VC\bin;"
cl.exe works well, also I ran vcvars.bat
Maybe there's other essential things missing with my computer
