Many years ago, I figured out how this stuff worked with help from Abhinav Bhatele, Mike Stewart of NERSC and Dave Strenski of Cray.  The results are captured here:

I'm not sure how helpful this will be.  The XE/Gemini topology info was straightforward and I found the header files to be sufficient to understand what the RCA library was doing.
